Summary of the House Committee Version of the Bill

SB 148 -- EFFECTIVE DATES FOR LAWS

SPONSOR:  Goode (Seigfreid)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Elections by a vote of 15 to 0.

Under current law, a bill vetoed by the Governor becomes
effective immediately if the General Assembly votes to over ride
the veto.  Similarly, due to a 1926 decision of the Missouri
Supreme Court, initiative petitions become effective on the date
approved by the voters.  This bill provides that vetoed bills
become effective 30 days after the General Assembly votes to
over ride.  Issues submitted to the voters, whether by the
General Assembly or by initiative petition, must contain an
effective date.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the bill is necessary to
clarify when vetoed bills become effective because statutes do
not address this issue.  Delaying the effective date by 30 days
gives the public adequate notice.

Testifying for the bill was Senator Goode.

OPPONENTS:  There was no opposition voiced to the committee.
